You can’t abuse immigrants

“Hopefully this sends a message that you can’t point a gun at little kids,” stated Ronald Morales.
Morales was referring to a jury’s verdict which convicted Roger Barnett of threatening a hunting party with an assault rifle. The group included Morales, his father, his two daughters and a friend of theirs.
Barnett took them for illegal immigrants who were trespassing on his property. He yelled at the hunting party, insulted them with racial slurs, and threatened to shoot them.
Because of his actions, Barnett will have to pay $98,000 in damages.
The jury in Bisbee, Arizona, included seven whites and one Hispanic. It deliberated only for three hours and then reached its verdict. It convicted Barnett of unlawful imprisonment, assault, negligence and inflicting emotional distress.
Barnett has a great deal of experience with people trespassing on his property in Arizona, 22,000 acres of which he leases form the government. Typically, trespassers have been illegal immigrants.
Barnett is very concerned about illegal immigration. He told the ABC program “Nightline” that illegals are “flooding across, invading the place.”
Barnett has boasted of having captured 12,000 illegal immigrants. He has become one of the most visible vigilantes who patrols the U.S.- Mexican border. Barnett likes to dress in military garb and caps with insignia which resembles the United States Border Patrol uniform. Some people consider him the “godfather of vigilantism” and an inspiration for the Minutemen group, who have patrolled the U.S. border with Mexico and whom president George W. Bush labeled vigilantes.
The lawsuit which Barnett lost is not the only one causing him legal problems. Another lawsuit alleges that he, his wife, and his brother pointed guns at 16 illegal immigrants, threatened them with dogs, and also kicked one of the women in the group.
In another lawsuit which Barnett won, he himself was accused of trespassing as he pursued illegal immigrants in a fellow rancher’s land. And in still another case a lawsuit against Barnett was dropped. The plaintiff returned to Mexico and decided not to press charges.
When Morales asked the county attorney to bring charges against Barnett, he was told it’d be pointless because no jury would convict Barnett.
Eventually the lawsuit against Barnett was brought forward by the Border Action Network and the Southern Poverty Law Center, two civil rights groups which hope to set legal examples that migrants will not be abused.
The civil rights groups were encouraged by another case in Texas in which two Salvadoran illegal immigrants won a case against Casey Nethercott who had held them at gun point in 2003. Netehrcott lost his ranch to the Salvadoran immigrants.
Jesus Romo Vejar, Morales’ attorney, was encouraged by the verdict. He hopes others who may have been abused by Barnett will now come forward. He also hopes that the government will reconsider leasing him land given his conviction.
It’s unlikely that others will come forward. If indeed there have been other abuses, victims are probably long gone, back in Mexico. If they are in the U.S. and have no legal papers, they are probably very reluctant to come forward. The Morales are American citizens and sued because they felt strongly that their rights had been violated. Had the Morales been undocumented workers, they might not have pressed the case.
Yet, Morales’ victory can be an example to others who somehow think that undocumented workers can be abused because of their illegal immigration status.
The verdict clearly says that no one’s humanity can be abused regardless of immigration status. It also serves as discouragement to other ranchers on the border about letting militant civilian groups on their lands because of potential lawsuits that may arise if abuses are reported. In essence, the message of the Barnett verdict is that abusing illegals is in itself illegal in the U.S.

Switzerland: Too Many Languages?

“Our schools put too much weight on languages at the expense of science and creative activities,” stated Remo Largo, a Swiss author of books on education.
Largo was concerned about the fact that some Swiss cantons introduce English in primary schools in addition to another foreign language. Too many languages for Swiss kids to handle.
With four national languages Switzerland is often mentioned as the model of multilingualism that works. Unlike some other countries which try to stick to one language, the presence of several languages in the country has not prevented the Swiss from establishing a strong economy and a high standard of living for its citizens. The Swiss, in fact, have used their multilingualism and multiculturalism as a strength.
But now English is making inroads and may be displacing some of the four national languages.
In Zurich, a leading Canton in the Swiss Confederation, a proposal would teach one foreign language—English— in primary schools. This would represent a change since Zurich’s elementary school kids now study English and French. Voters will decide whether French will be dropped.
Some educators believe that two foreign languages are too much for kids. Supporters of having one foreign language believe that kids fail to reach strong fluency in German which is supposed to be the mother tongue for schoolchildren in Zurich.
In fact, Zurich kids speak Swiss German which is primarily an oral language. In school they have to learn standard German which in some ways is a foreign language. Thus when you add it all together Zurich kids are learning a total of four languages. Too many languages, according to some teachers and some political leaders.
Regardless of what happens, Swiss kids will be fluent in more than one language which is a definite asset in today’s global economy. It is also a definite asset in learning any other subject. Studies conducted in American universities have found that kids who study in dual language schools outperform their counterparts who are taught in English only. Apparently, kids educated in two languages develop a mental agility that monolingual kids lack.
All of Switzerland will watch what Zurich voters will decide because Zurich is an influential canton and others may follow suit. Yet some German-speaking cantons have already decided to reject plans to reduce the number of foreign languages in school.
Language in Switzerland goes beyond practical purposes. The country has a history of four national languages which have served the country well. English is an outsider since it’s not a native language and does not have a section of the country where natives live in.
In spite of its “outsider” status, English is very popular because of its practical aspect. When you add the number of people who speak English as their native language and those who speak it as their second or third language around the globe, you come up with more than a billion people. In addition to that, the “value” represented by English is far greater than that of any other language.
It’s certainly a lot more valuable in practical terms than Romansh, a Latin-based language, and one of Switzerland’s four national languages, spoken only by 50,000 Swiss citizens.
Of course, French, the language the Zurich canton is considering dropping, is significantly more valuable than Romansh, although not nearly as much as English. Thus Zurich’s voters will have to decide if they want their kids to retain a significant linguistic edge or just an edge over kids in other countries, particularly in English-speaking countries where most kids grow up with just their mother tongue.
Regardless of what they do, Switzerland is a linguistic model that could be studied and some countries, particularly English-speaking ones, might want to adopt some of its programs. Maybe four languages are too many in elementary school, but two is not unrealistic at all.

Illegal Children or U.S. Citizens?

“By virtue of being born in the United States, a child is a U.S. citizen. What more proof does the federal government need?” asked S. Kimberly Belshe, secretary of the California Health and Human Services Agency.
Belshe was questioning the new federal policy which states that children born in the U.S. to illegal immigrants with low incomes no longer qualify automatically for health insurance through Medicaid.
In the past when a woman received coverage during labor and delivery from Medicaid the child automatically qualified for coverage also.
The new policy requires that parents fill out forms to prove the child was indeed born in the U.S.
Doctors are concerned that many kids, U.S. citizens, will go without the necessary care because their parents may not fill out forms, fearing that they will be deported.
It’s a reasonable assumption since undocumented workers in the U.S. tend to stay away from offices that require documents because the fear of deportation always hovers over them.
Hospitals and doctors oppose the new law since they believe it punishes innocent kids. The concern is that kids need care from the very beginning of their lives.
Everything should be done to make sure they receive proper care. If medical care is not provided in the first year, it will not only be the kids who will suffer. Preventive care means avoiding more costly situations later on. That expense will be something we may all have to cover since these kids will grow up in the U.S.
Even those Americans who believe illegal immigrants should be deported would not go as far as saying that the kids are guilty of a crime and deserve no care.
It’s a difficult situation because the kids are U.S. citizens and should have the same rights of any American.
Bureaucracy should not stand in the way of healthcare. Yet, Rep. Charlie Norwood, R-Georgia, believes it’s a simple procedure to notify the federal government. Norwood was instrumental in passing the new bill which is part of the Deficit Reduction Act, signed into law by President George Bush. One the features of the law is to prevent undocumented workers from using Medicaid by claiming falsely that they are U.S. citizens.
The law attempts to do what many other pieces of legislation across the country have been doing—restricting those few rights undocumented workers have. Many municipalities and a number of states have passed laws which make it difficult for undocumented workers to obtain services. At the root of these laws is the idea that illegal immigrants committed a crime by entering the U.S. without proper documents. It’s also hoped that the increase in difficulties to obtain services will eliminate or at least reduce illegal immigration.
These laws fail to take into account the main reason why people come to the U.S. illegally—jobs.
There is a myth that people come to the U.S. illegally to use our social services. It’s just that, a myth. Undocumented workers come here to work. What they know is that wages are much higher in the U.S. and jobs are available.
It’s not the benefits that attract people to come to the U.S. Nor is the elimination of benefits going to force people to leave once they are here.
For those who have been here a long time and have created families, benefits become important but they are also deserved. When people work, pay taxes, and contribute to our economy, it’s important to recognize that realistically they’re part of our society. The fact they have American kids is perfect proof and pushes them toward inclusion as well.
Eliminating or reducing the benefits of these kids may be legal but should not be. All Americans should have the same rights. And these kids are Americans in spite of what the parents may have done.

Barack Obama: An African-American for President?

"I believe that it remains possible to salvage an acceptable outcome to this long and misguided war,” stated Senator Barack Obama, D-Illinois, at the Chicago Council on Global Affairs. Obama believes that the first step would be to start withdrawing troops in the next four to six months.
Speaking on international affairs is a requirement for a potential presidential candidate. And Obama may be one.
Obama, a charismatic politician, would be the first African-American president if he were elected.
Obama would have to get the Democratic nomination which may not be easy. The major opponent would be Hillary Clinton who is most likely going to run.
Yet, Obama would be a strong competitor. A graduate of Harvard with a law degree, he won his senate seat in landslide, receiving 70% of vote.
He is recognized as having given an electrifying speech at Democratic National Convention in 2004. He’s been on the cover of Time Magazine and his books are best sellers. He can claim he did not support the now unpopular Iraq war since he was absent when the U.S. Senate voted its approval.
In the Democratic primary he’d be a tough challenger of Hillary Clinton because the New York Senator has been moving toward the center as she tried to shed her image as an ultra liberal.
The primary election always requires a more partisan position and in the case of the Democratic primary Obama would be well positioned at the progressive wing of the party that would have a significant impact. In particular, African-Americans who make a considerable part of the voting Democrats in the primary, would tend to support Obama.
Yet, Obama also has some areas which some people view as drawbacks. He’s only been in the U.S. Senate for only two years and making the jump to the White House at a very young age of 47 (he’s 45 now) would be unusual. He has very limited experience in international affairs.
Even these drawbacks are not insurmountable when you look beyond the surface. The limited experience in the Senate can be a positive since he has not accumulated a number of votes which could be used against him in the campaign.
The lack of international experience may not be a drawback and it certainly did not stop George Bush in going from governor of Texas to the White House.
Although he is not as well known as Hillary Clinton, he does not generate the high negatives that may hold back the former first lady.
As to his age, in 2008 he’d be one year older than Bill Clinton when he was elected president.
Obama may decide to wait for the next opportunity to run for president which could come in 2012 or 2016. But timing can be vital.
Running for president in 2008 could be very favorable since there will not be an incumbent president. The field is wide open in both the Democratic primary and the general election.
Some polls put Obama at the number two spot behind Hillary Clinton and ahead of “old” timers such as Al Gore, John Kerry, and John Edwards who have been nominated and lost to George Bush in 2000 (Gore) and 2004 (Kerry and Edwards).
In modern times two African Americans ran for president. Jesse Jackson and more recently Al Sharpton. Neither got very far. Obama can go far.
He may choose not to run in 2008 and wait until he’s built a more substantive record. However, if he decides to run, he’d have a good chance at getting the Democratic nomination. But even if he were to lose to Hillary Clinton, he might get picked as vice-presidential candidate and at the current age of 45 he’d still be young enough to run in future presidential elections. Whatever the case, Obama could very well be the first member of a minority group to become president of the U.S.

USA: A Living Wage?

“Sí se puede” (Yes, we can) chanted the hotel workers in a recent meeting at the Los Angeles City Council.
Workers were applauding the council’s vote which will require hotels near Los Angeles International Airport to pay a “living wage” of at least $10.64 an hour. These hotels benefit from the presence of the airport which is a public facility and therefore the city government can exert influence on business activities, including wages.
More than 120 American cities have passed living wage laws, often to force companies with government contracts to pay decent salaries. But in some cases these living wage laws have also applied to companies which have no government contracts. Typically, this occurred in union-friendly, liberal cities such as San Francisco, Berkeley, and Washington D.C.
Business owners hate these laws because they see the government telling them what to do. Executives in the Los Angeles claim that many hotel workers already make the living wage between salaries and tips.
In addition, business is concerned that this kind of legislation may apply to other services such as restaurants and other stores.
The impact of these living wages penetrates other salaries. So it’s not just the people at the very bottom that benefit. Business is concerned that other employees who now make $10 dollars an hour will also ask for raises.
Of course, raising wages increases the cost of doing business and corporations are concerned that in the long run, money will be lost to other cities which do not have living wages.
The other reason why business oppose living wage laws is that they are typically pushed by unions and are perceived as victories for organized labor.
Yet, these laws are necessary because the cost of living in many American cities is so high that without a living wage, it’s impossible to make ends meet, particularly when you consider that the minimum wage hovers around $6 dollars an hour.
It’s particularly difficult when many low wage jobs don’t even include health benefits.
Union officials claims that as many as 60% of hotel workers make less than $10 an hour.
The city council vote was a victory for hotel workers but to some extent also for the unions which have been trying to organize workers.
In the case of hotel workers near the Los Angeles Airport, unions have been trying to organize workers but so far have had limited success.
The passage of the living wage law may help them. In fact, unions have some close allies in the Los Angeles City Council. Two of them were arrested along with several hundred other demonstrators when they participated in a civil disobedience demonstration which aimed to highlight the plight of hotel workers.
Hotels affected may not be taking the city council action standing down. There is some talk about collecting signatures and putting the matter in the hands of voters. If enough signatures are collected, the ordinance would not take effect until after the result of the election.
The midterm election which gave Democrats majorities in both the House of Representatives and the Senate is another indication that workers will receive some help from legislators. One of the items in the Democratic agenda is raising the federal minimum wage which is currently $5.15 an hour, a figure which is lower than that of many European countries. In addition, someone making the minimum wage in the U.S. does not typically receive health benefits, which is not the case in Europe.
The ordinance passed by the Los Angeles City Council is a positive step since it means people may have a chance at more reasonable life, a living wage. It also means that raise people might get will be spent, generating more economic activity which will in turn benefit business, the same business which always opposes raises for its workers.

Bush e la lingua dei latinos

“Quiero sus botas” (Voglio le vostre stivalette) disse George W. Bush a un gruppo di latinos durante la campagna elettorale del 2000. La poca destrezza in spagnolo fece uscire “botas” invece di “votos” (voti) dalla bocca di Bush.
Ciononostante Bush fece buon uso del suo limitato conoscimento linguistico. Il suo interesse nello spagnolo formò parte della sua riuscita strategia di raggiungere i latinos e ricevette il 44% del loro voto, ottimo risultato per un repubblicano, quasi il doppio di quello che aveva ricevuto Bob Dole quando fu sconfitto da Bill Clinton nel 1996.
Nella recente elezione di midterm dello scorso novembre il partito democratico ha ricevuto il 70% del voto latino mentre il GOP (Grand Old Party, i repubblicani) si è dovuto accontentare del 29%.
Bush non parlerà spagnolo molto bene ma lui ha capito il messaggio. La sua recente nomina di Mel Martinez a capo del partito repubblicano manda un chiaro segnale che il voto dei latinos è importante. La nomina di Martinez non è piaciuta all’ala destra del partito repubblicano perché il senatore della Florida, nato a Cuba, ha idee moderate sull’immigrazione. Il gruppo duro dei repubblicani ha visto la nomina di Martinez come prova che Bush è un debole quando si tratta di immigrazione. Di fatti si tratta di un’ottima mossa da parte di Bush dato che il numero degli elettori latinos continua a crescere e i loro interessi saranno di somma importanza specialmente nell’elezione presidenziale del 2008.
Le questioni che interessano i latinos non sono diverse da quelle degli altri americani, cioè a dire l’economia, l’Iraq, la sanità ecc., ma i latinos hanno anche un forte interesse nell’immigrazione. Benché gli elettori latinos siano già cittadini, alcuni da parecchie generazioni, altri naturalizzati recentemente, l’immigrazione ha un impatto molto forte su di loro.
La retorica stridente del GOP contro i clandestini non avrebbe dovuto influenzare gli elettori latinos ma infatti si è riversata sui cittadini di origine ispanica. Le manifestazioni gigantesche pro immigranti avvenute in parecchie città americane a maggio del 2006 hanno incluso lavoratori clandestini ma anche immigrati legali ed altri latinos che sono già iscritti nelle liste elettorali.
Le prese di posizioni estremiste del GOP sono venute a galla per mezzo di azioni. In un caso in particolare, Tan Nguyen, candidato repubblicano alla camera nella zona di Santa Ana, California meridionale, mandò una lettera a 14.000 elettori con cognome ispanico avvertendoli che gli immigrati che voterebbero nelle elezioni potrebbero essere arrestati.
La lettera fu condannata da politici democratici ed anche repubblicani ma fu interpretata come un’offesa non solo contro elettori latinos ma anche immigrati di altri paesi. Inoltre la voce stridula di Tom Tancredo, parlamentare italo-americano del Colorado e leader del Congressional Immigration Caucus, un gruppo di parlamentari di destra, fu decisiva all’approvazione del disegno di legge chiamato Sensenbrenner Bill. Si tratta di una proposta dai caratteri draconiani che renderebbe i clandestini criminali da potere essere arrestati e messi in prigione invece della semplice deportazione. L’approvazione del Secure Fence Act (Atto dello steccato sicuro) che ha autorizzato la costruzione di un muro al confine con il Messico è un’altra azione del GOP mediante la quale i repubblicani si sono dati un pugno nell’occhio nella mente dei latinos.
Se l’ala destra dei repubblicani si è allontanata dai latinos alcuni moderati invece sono riusciti a ottenere una buona percentuale dei voti di questo gruppo etnico che da qualche anno ha sorpassato il numero degli africani-americani. L’esempio più chiaro è Arnold Schwarzenegger, rieletto recentemente a governatore della California. Benché Schwarzenegger abbia alzato la voce in supporto dei Minutemen, un gruppo di estremisti che vuole chiudere il confine con il Messico, l’immigrato austriaco, si è poi allontanato dall’estremismo e nei suoi ultimi discorsi ha parlato di una linea immigratoria moderata. Ha ricevuto il 41% del voto latino che per un repubblicano è proprio un risultato molto positivo.
Il messaggio sembra essere chiaro. A mano a mano che la popolazione latina continua a crescere a causa dell’immigrazione e dell’alta fecondità ispanica gli interessi di questo gruppo etnico avranno un parallelo aumento di importanza politica. Bush ha capito nelle sue campagne politiche che il voto dei latinos può essere cruciale soprattutto in elezioni con margini di vittoria molto ridotti che si sono visti in tempi recenti. I suoi sforzi di “corteggiare” i latinos con la loro lingua e le sue prese di posizione moderate gli hanno permesso di ottenere buonissimi risultati. È ora per altri candidati repubblicani di imparare lo spagnolo?

Bush Speaks Latinos’ Language

"Quiero sus botas" (I want your boots) said George W. Bush to a group of Latinos in the presidential election of 2000. Bush meant to say "votos" (votes) instead of "botas," his mistake reflecting a weak knowledge of the Spanish language.
In spite of his gaffes Bush made good use of his language skills. His interest in Spanish was part of his successful efforts to reach out to Latinos. He received 44% of the Latino vote in the 2004 presidential election, a little more than double the number received by Bob Dole in 1996 when he lost to Bill Clinton.
The midterm election of 2006 saw Republicans losing the Latino vote as Democrats were favored 70% to 29%.
Bush may not speak Spanish very well but he got the message. His nomination of Mel Martinez to the post of Chair of the Republican National Committee sends a clear signal that the Latino vote is important.
The nomination of Martinez did not please the right wing of the GOP because the Florida Senator, a native of Cuba, has moderate ideas on immigration.
In a way, to the GOP hard core, the nomination was further proof that Bush is weak on immigration.
In fact, it was a smart move since the Latino vote keeps increasing and their concerns are going to have a significant role in future elections, particularly the presidential election of 2008.
Issues affecting Latinos are no different than those of most Americans—economy, Iraq, healthcare, etc. Yet, Latino voters also have strong interests in immigration.
Latino voters are already legal citizens but they remember well the issue of immigration since it affected them and now affects people they might know.
The strident GOP rhetoric against illegal immigration should not have had an impact on Latino voters, but the fact is that it inevitably spilled over to Latino citizens. The pro immigration rallies which occurred earlier this year included not only undocumented workers but many other legal immigrants as well as Latino registered voters.
The GOP extremist position on immigration became manifest through actions. In one case, Tan Nguyen, a Republican congressional candidate, sent a letter to 14,000 voters with Spanish surnames in Santa Ana, California, warning them that immigrants could go to jail if they voted in the next election.
The letter was condemned by Democratic and Republican leaders but the message offended not just Latino voters but also legal immigrants from other countries.
In addition, the loud voices of Tom Tancredo (R-CO) and his Congressional Immigration Reform Caucus were instrumental in passing the Sensenbrenner Bill in 2005. The draconian legislation made criminals of undocumented workers and would have even penalized anyone aiding illegal immigrants in the U.S.
The passage of the Secure Fence Act which authorized the construction of a wall along the U.S.-Mexico border was another action which gave the GOP a black eye in the minds of Latino voters.
While the right wing of the GOP moved away from Latinos, moderate Republicans managed to stay away from strident rhetoric against immigrants and succeeded in not being painted anti-Latino.
The clearest example is California Governor Arnold Schwarzenegger. Although he made some statements in support of the Minutemen, a fringe group that wants to close the border, Schwarzenegger was very conciliatory in his latest speeches and embraced a moderate stance on immigration. He received 41% of the Latino vote in his reelection this past November, which is very good for a Republican.
The message seems to be clear. As the Latino population increases and their voter registrations also go up, politicians have to look very carefully at the needs of this group.
In his political campaigns Bush understood that the Latino vote can be crucial. His efforts of reaching Latinos through language and moderate stances on issues dear to Latinos enabled him to reap significant political results. Is it time for other GOP politicians to learn Spanish?

Parents and English Only?

“My daughter speaks English to her friends and her brothers. Since we already speak Spanish at home, I think it’s best if she only speaks English at school” stated Karla Martinez.
A Costa Rican native whose kids attend school in New Jersey, Martinez values language for her kids but does not want them in bilingual classes.
That’s what she told school officials when they recommended that her three kids be placed in a bilingual class.
Parents know best. Or do they?
The school officials’ recommendation for the bilingual class was based on the fact that some kids scored poorly on language tests in the first week of classes.
The bilingual program in question only exists for kindergarten through third grade. The idea is to give students with weak English skills an opportunity to acquire the necessary tools to succeed, including the English language.
The advantages of bilingual classes have been proven by research. But in the education of immigrant kids often it’s emotion that rules rather than research.
That’s what happened in California, Massachusetts, and Arizona, which virtually eliminated bilingual education through the initiative process.
In essence, voters were asked to decide between English and Spanish and of course English won.
Voters don’t have time to listen to research. Parents of immigrant kids also to a large extent want their kids to be taught in English not realizing that education goes far beyond the knowledge of this language.
There are plenty of Americans who know English but don’t have the necessary education to succeed. English is one of the basic requirements for education but many others are just as important.
One of them has to do with self-esteem. When kids speaking a language other than English begin school they are faced with a linguistic and culture shock. Some kids do just fine, but many others don’t. For some, merely asking their teacher to go the bathroom can be a serious challenge in an English-only setting.
Dumping kids into an ocean of English-only schools may sound good to people who know little about education.
This idea that English-only education is the best approach is reinforced by the myth that it worked in the past and will also work now.

Historically, kids of immigrants did not do very well since they started school with a language deficit. In the 1920’s 50% of the special education students in New York City were of Italian extraction. They were tested in English and given their low language scores were labeled below average.
Education does not start when kids enter the classroom. At age 5 or 6 kids have had “education” from parents and families. If that “education” has been in a language or culture outside of the U.S., they will need time to catch up.
Bilingual education is a measure to even the playing field by giving kids without solid English language skills the time to reach their American counterparts. The low scores on state tests are often interpreted as lack of academic ability and some kids end up in special education classes.
Bilingual education recognizes that different kinds of tests and a different kind of methodology are necessary to give these kids the best chance for success.
Unfortunately, some people are totally against anything that’s “bilingual,” from education to services in languages other than English. Unlike other countries where being bilingual is viewed as an asset and in many cases indispensable, in the U.S. the bias is toward English and English only.
Sadly, when parents of immigrant kids act on their bias toward English they may not be doing their offspring a favor.
In New Jersey parents can choose to have their kids educated in bilingual education programs or English only. School officials need to work with parents and explain calmly and rationally what’s best for students. Hopefully, parents will listen.

College for Illegal Immigrants?

Georgia and Colorado recently passed strong laws against undocumented workers. Other states are going the other way as they try to integrate unauthorized immigrants.
A new bill approved by the California Assembly would allow undocumented immigrants and their kids to apply for financial aid for college.
California, Texas, New York, Utah, and Washington already allow the children of undocumented residents—illegal immigrants— to attend public colleges and pay the relatively low resident fees. Several other states are considering following suit.
Students from other countries with legal visas, on the other hand, pay the much higher out-of-state rates. At my school, a foreign student pays about $ 750.00 in fees for one of my classes; California residents pay about $ 130.00.
Is it fair? Totally. The educational benefits the kids of undocumented workers receive are paid in full. Their parents work and pay taxes. The taxes mean that they are residents of the state and as such they qualify for the same benefits as other residents.
Undocumented workers don't get all the benefits they are entitled to because of their illegal status. One of the benefits undocumented workers miss out on is Social Security. In the past 10 years, they have contributed more than 20 billion dollars into the system, but they don’t qualify for pensions.
Fortunately, some recent changes in governmental policies are improving the situation of undocumented workers. Several American states such as Utah, North Carolina, and Tennessee believe that since undocumented workers contribute to business, they can have the right to drive legally. The three states don’t require driver’s license applicants to prove that they are in the U.S. legally. They don't require a social security number to apply for a driver's licenses, accepting in its place a taxpayer identification number, which is available to undocumented workers. By giving them a taxpayer identification number, the U.S. is saying that undocumented immigrants can work and pay taxes. Giving their kids the educational benefits makes sense.
In essence, some American officials are beginning to accept the fact that undocumented workers satisfy our business thirst for cheap labor. The undocumented workers’ toil produces benefits for all Americans. Most undocumented workers are employed in the service industry. That means prices of agricultural products are kept down. Consumers pay less for food. Hotel guests pay less for their rooms. Many small contractors would not exist if they had to find union workers who would demand fair treatment in addition to decent wages. In brief, just about every American benefits from the "illegal" work of undocumented workers.
American companies obviously benefit from the presence of undocumented workers. It’s easy to argue that if people are working “illegally,” the companies hiring them are at least just as “guilty” of the crime. Illegal immigration would, in fact, disappear if proper identification were required to obtain employment.
Even those who still believe that illegal immigration is a crime must recognize that the sons and daughter of undocumented workers are not criminals. If anyone committed a crime, the people would be the parents. Many of these kids were brought in the U.S. at very young age. Some of them have little or no connections with the parents’ country. Their plan is to stay in the U.S. and contribute to American society after they graduate.
Although America is a land of immigrants, newcomers have historically not been greeted with a red carpet. Everyone remembers the “No Irish Need Apply” signs. And the treatment of other immigrants reveals similar indignities. Yet, a few generations down the road, when the children of immigrants assimilate fully, they begin looking at their roots and see heroism in their grandparents’ actions.
The same will quite likely happen with undocumented workers. As the children and grandchildren of undocumented workers become integrated into American society, the “illegal” acts of their parents and grandparents could easily be viewed as acts of heroism.

Microprestiti: aiutando le donne ed altri

Il miliardario Americano William Buffett ha deciso di dare la maggior parte della sua fortuna alla fondazione di Bill e Melinda Gates perché ammira la metodologia della coppia miliardaria di costituire fondi per progetti che i governi generalmente considerano troppo rischiosi. I microprestiti fanno parte di questi programmi. Si tratta di piccoli prestiti dati a gente povera in paesi in via di sviluppo per aiutarli a stabilire o ingrandire delle attività commerciali. Le istituzioni bancarie tradizionali di solito schivano questi prestiti perché i profitti sarebbero quasi insignificanti. Inoltre vengono considerati troppo rischiosi perché quelli che ricevono i fondi non possiedono collaterale e le probabilità di ripagarli non sono molto alte. Forse ciò è vero, ma in ogni modo i microprestiti sono una maniera efficace di aiutare donne e famiglie in paesi poveri dato che i benefici alla società in generale superano di larga misura il rischio del ripagamento.
La fondazione di Bill e Melinda Gates recentemente ha donato 3 milioni di dollari a Pro Mujer (Pro Donna), una di queste istituzioni che assiste gente povera a stabilire commerci. Pro Mujer è nata in Bolivia sedici anni fa ed ora serve 140.000 clienti nell'America Latina. Nel Messico il programma ha cominciato ad operare nel 2002 ed ora ha 16.000 clienti. Un programma simile nel Messico è Compartamos (Condividiamo) che serve 400.000 persone. Si tratta di piccole somme, a volte non più di 200 dollari, utili per aiutare una donna a mettere su un’attività commerciale per vendere tamales (cibo tipico messicano) in un villaggio, oppure per fornire i materiali per tessere panieri a mano, allevare galline, o comprare dei prodotti all'ingrosso e rivenderli nel mercato.
Si calcola che più di 100 milioni di persone, la maggior parte donne, usufruiscono di questi piccoli prestiti. I benefici non sono semplicemente economici perché oltre a sfamare la famiglia i soldi nelle mani delle donne significano un beneficio diretto ai bambini dato che la madre mette le necessità dei figli al di sopra di quelle di tutti gli altri, se stessa inclusa. La capacità di mettere su un piccolo commercio offre l'opportunità alle donne di costruire la loro autostima che è di vitale importanza giacché questi microprestiti funzionano principalmente nei paesi in via di sviluppo. A mano a mano che la situazione economica migliora per la donna lo stesso occorre per quella dei bambini.
L'autostima influisce naturalmente anche sui bambini, soprattutto le femminucce, dato che loro vedono con i loro occhi che le donne possono avere una vita al di fuori del lavoro domestico. Ciò forse le ispirerà a fare lo stesso. A volte succede anche che il marito si unisce al commercio della moglie e gli uomini imparano anche loro che le donne possono fare contributi al di fuori della casa. Inevitabilmente le possibilità della scuola entrano a fare parte dei progressi con la migliorata condizione economica, il che è di importanza capitale specialmente per la bambine le quali hanno poche opportunità per studiare nei paesi in via di sviluppo.
Il volto della povertà ha spesso una faccia femminile e si calcola che il 70% dei poveri nel mondo sono donne. Ciò è dovuto a molte ragioni ma una che viene in mente subito è che la donna si prende la responsabilità di curarsi dei figli che consiste di un lavoro a tempo pieno. Quando non vi è un uomo presente nella famiglia significa che la donna deve fare anche il secondo lavoro di guadagnare il pane per i suoi figli. Tutto questo è molto e finanche troppo ma l’estrema povertà a volte non lascia alernative. La disponibilità di un piccolo prestito per mettere su un commercio rappresenta un minimo costo dal punto di vista dell’economia occidentale; per la persona che lo riceve si tratta di un dono del cielo.
Spesso un prestito piccolissimo può rendere in modo molto significativo. Nel 1976 Muhammad Yunus, un professore di economia del Bangladesh, prestò 26 dollari di tasca sua a un gruppo di quarantadue uomini. Dopo avere comprato il materiale per fabbricare sedie e oggetti di terracotta il gruppo riuscì a ripagare il prestito dopo solo una giornata di lavoro. Anche Yunus ci ha guadagnato in modo significativo. Oltre alla soddisfazione di aiutare i poveri il professore di economia ha vinto il Premio Nobel per la pace per il suo lavoro con i microprestiti.

Servizi in spagnolo?

Fructoso Cortez non tenne conto di un avviso del comune di Santa Maria, una città della costa centrale della California sita a un centinaio di chilometri al nord di Santa Barbara. L’avviso in inglese lo aveva informato a spostare il suo camioncino dal prato davanti casa sua, ma Cortez non ci fece caso perché non sa leggere l’inglese. Quando ricevette la multa di cento dollari il residente Latino di Santa Maria si rifiutò di pagarla. I funzionari al comune cercarono di forzare il caso ma poi lo abbandonarono e decisero che nel futuro gli avvisi e le multe avrebbero previsto una nota in spagnolo. La popolazione di Santa Maria si aggira sugli 80.000 abitanti, il 60% dei quali sono di discendenza ispanica secondo dati del censimento statunitense. Più di 32.000 residenti della città parlano spagnolo a casa e quasi 20.000 non parlano inglese affatto né a casa né fuori. Si penserebbe che in queste circostanze la città facesse degli sforzi per comunicare con questi residenti in spagnolo. Non è raro per un’agenzia governativa americana in una zona con molti immigrati che non parlano inglese di fornire servizi in spagnolo o altre lingue.

Ciononostante questi servizi in lingue straniere, cioè non inglese, comportano un costo, e dato che i non anglofoni non controllano né i governi locali né nazionali, i servizi in spagnolo o altre lingue non sono priorità. Il comune di Santa Maria mette a disposizione alcuni servizi in spagnolo ma la maggioranza dei comunicati, guide ed altri materiali informativi sono disponibili solo in inglese. Alcuni servizi in spagnolo sono messi a disposizione per mezzo di personale che parla spagnolo in parecchi dei dipartimenti del comune, ma i politici rispondono più alle voci di quelli che li eleggono e i residenti che non parlano inglese e non sono cittadini non votano. Nonostante la lingua parlata i residenti della città e del paese lavorano, pagano tasse, e quindi hanno diritto ai servizi come tutti gli altri. Sfortunatamente sentimenti negativi molto forti contro la disponibilità di servizi in lingue straniere esistono negli Stati Uniti. Ciò spiegherebbe il fatto che ventisette dei cinquanta stati americani hanno dichiarato l’inglese la loro lingua ufficiale. Alla radice di queste leggi di solo inglese è una certa animosità verso i non anglofoni i quali nell’immaginazione popolare sono nel paese illegalmente. Seguirebbe che se i servizi fossero solo in lingua inglese, si otterrebbe una riduzione di questi ospiti non invitati.

Malgrado questa animosità, i residenti degli Stati Uniti hanno diritti che includono anche la lingua. Se qualcuno è accusato di un crimine ha diritto a un interprete. L’ordine esecutivo 13166, firmato dall’ex presidente Bill Clinton e mantenuto dall’attuale presidente George Bush, dice che agenzie ed altri gruppi che ricevono fondi federali devono fare sforzi per rendere disponibili i loro servizi a quelli che non parlano inglese. I servizi devono essere significativi a coloro che ne hanno bisogno senza però causare oneri insostenibili alla missione fondamentale delle diverse agenzie. Inoltre, la sezione 203 del Voting Rights Act del 1965 (Atto del Diritto al Voto) sostiene che se più del 5% o 10.000 cittadini aventi diritto al voto in una contea non parlano inglese “bene” secondo i dati del censimento americano e parlano un’altra lingua, il materiale elettorale deve essere tradotto. La legge include lo spagnolo, lingue asiatiche, lingue dei nativi americani e dell’Alaska perché questi gruppi di parlanti furono considerati di avere sofferto discriminazione ed esclusione. Le lingue africane ed europee non furono incluse nella legge ma una nuova proposta cambierebbe questa situazione.

Dopo i tragici eventi dell’undici settembre un forte sentimento di insicurezza si è impossessato degli americani. Si teme che i forestieri che parlano lingue straniere, vedi non inglese, possano venire negli Stati Uniti e causare massacri. Sfortunatamente questo senso di insicurezza ha fatto nascere una sfiducia notevole verso gli stranieri. Il “tappeto rosso” tipico degli Stati Uniti verso gli immigrati è svanito dal vocabolario americano. I servizi in lingue che non siano l’inglese sembrerebbero una resa agli stranieri. Difatti, quando le agenzie governative americane rendono disponibili servizi a persone che non conoscono bene l’inglese, si tratta in realtà del meglio dell’America. Si tratta, infatti, del vero spirito americano che ha dato il benvenuto a persone di tutte le parti del mondo.

Local Immigration Laws?

“Illegal immigrants are destroying the city” and “I don’t want them here,” stated Louis J. Barletta, mayor of Hazleton, Pennsylvania.
Barletta did something about the situation. He spearheaded a vote in the city council to pass an ordinance which made Hazleton the most unwelcoming city in the country.
The ordinance, called the Illegal Immigration Relief Act, was passed by a vote of 4 to 1 in the city council. It makes it illegal for anyone in the city to employ, aid or abet illegal immigrants and may impose fines of $1,000 a day to any landlord renting to illegal immigrants.
The ordinance also requires that all city business must be conducted in English.
There is only one problem. The ordinance is probably illegal
and is in all likelihood going to be thrown out by the courts. The Puerto Rican Legal Defense and Education Fund has already filed a lawsuit against the city.
That matters little to Barletta. The new law is having the city’s desired impact since unauthorized immigrants are already leaving Hazleton. So even if the legal battle manages to reach the Supreme Court, Barletta will have won because by that time, many if not most illegal immigrants, will be gone from Hazleton.
In addition to that, another twenty or so communities across the U.S. have either passed similar ordinances or are considering doing it. Another “victory” for Hazleton and Barletta.
And similar lawsuits are also propping up. The National Coalition of Latino Clergy and Christian Leaders filed a lawsuit against Riverside Township, New Jersey, which has also passed an ordinance preventing illegal immigrants from holding jobs and renting property.
Both lawsuits against the two city governments claim that immigration laws are a federal mandate and city governments should deal with local issues.
It’s quite likely that the lawsuits will be successful. A 1976 Supreme Court decision made clear that immigration is the “exclusive” power of the federal government.
Proposition 187, passed by California voters in 1994, which denied benefits to undocumented workers, was eventually struck down by the courts.
Immigration laws passed by local or state government reflect a strong anger against undocumented workers.
In Hazleton, the ordinance may have been instigated by a crime allegedly committed by an undocumented worker.
The anger against undocumented workers also reaches state legislatures. Georgia and Colorado recently passed strong laws against undocumented workers.
But even the federal government has acted on this emotion. In December of 2005 the House of Representatives passed HR 4437, commonly known as the Sensenbrenner bill, which reflects the anger seen in local and state government laws.
The bill is extremist and is based on the simple premise that undocumented workers broke the law and deserve no compassion. The major feature is the change of illegal entry into the U.S. from a violation of civil immigration law into a federal crime. The House bill turns undocumented workers into criminals and even has provisions to punish Americans who provide any form of aid to them
The House bill was passed largely along party lines with the GOP voting “yes” and Democrats opposing it.
Six months later the U.S. Senate passed its own version of immigration reform. The Senate bill is somewhat bipartisan since it passed 62-36, with 38 Democrats, 23 Republicans, and 1 Independent voting for it.
It’s a much more measured approach to immigration which does not reflect anger and has the support of President George Bush.
Making laws that deal with international issues requires a certain distance from the subject matter as well as cool heads.
Local governments should deal with issues affecting the needs of local citizens within their jurisdiction.
But when the national government fails to act, local governments will give it a try, but unfortunately will fail.
The result is frustration for everyone and a dangerous situation for the desperate undocumented workers who are the weakest members of our society.

Amici Clandestini?

“Vuole arrestare una donna che è stata qui per tredici anni, ha lavorato duro, pagato tasse, si è fatta una famiglia e rimandarla nel Messico?” chiese Henry Morgan, pubblico ministero di Arkadelphia, contea di Clark, nello stato di Arkansas. Morgan stava parlando di Juanita, una clandestina messicana nel mirino di agenti federali per essere deportata mediante una progettata retata in una fabbrica locale. Gli agenti avevano chiesto l’assistenza di Morgan, ma una volta resosi conto che non li avrebbe aiutati decisero di agire senza informarlo. Centodiciannove messicani furono arrestati dietro informazione che documenti falsi erano stati usati per ottenere il lavoro.
Morgan non era l'unico simpatizzante verso i messicani. Parecchie altre persone della città di Arkadelphia agirono per assistere i clandestini a rimanere negli Stati Uniti.
Perché assistere i clandestini? Molti degli arrestati nella retata erano stati residenti di Arkadelphia per anni e avevano sviluppato rapporti di amicizia con residenti locali. Morgan aveva conosciuto Juanita e uno dei suoi figli, un giovane che lo impressionò talmente da offrirgli un lavoro part-time.
Una delle figlie di Juanita aveva anche lei stabilito rapporti con una famiglia americana. Quando la bambina iniziò la scuola la maestra chiese se qualcuno sarebbe disposto ad aiutare la nuova arrivata la quale non parlava inglese. Per mezzo dell’amicizia sviluppatasi fra la bambina messicana e l'altra americana anche gli adulti si conobbero e diventarono amici. Il dottor Wesley Kluck, padre della bambina in questione, divenne amico intimo della famiglia messicana. La famiglia Kluck portò persino i ragazzi di Juanita nelle loro vacanze famigliari e quando la figlia maggiore di Juanita iniziò gli studi in un'università privata la famiglia Kluck raccolse fondi per pagarle le tasse scolastiche.
Quando i Kluck seppero dell’imminente deportazione di Juanita furono sconvolti e decisero di agire per la difesa della loro amica. Dei 119 deportati Juanita risultò una dei sette che riuscì a rimanere negli Stati Uniti grazie all’aiuto della famiglia Kluck e altre persone importanti della città le quali scrissero lettere di supporto. Il dottor Kluck si mise in contatto persino con il governatore dell’Arkansas, suo amico durante i loro studi universitari.
Juanita avrà un’udienza e potrà rimanere permanentemente negli Stati Uniti se il giudice determinerà che lei è di buona condotta e ha figli nati in America i quali soffrirebbero in modo significativo nel caso dovessero essere deportati.
L’amicizia espressa verso questi clandestini a Arkadelphia non è tipica considerando l’ira esistente in America verso gli indocumentati. Questa ira verso gli illegali emerge in molti modi ed arriva anche ad esprimersi nelle leggi locali e persino anche statali che cercano di ridurre quei minimi diritti dei quali i clandestini usufruiscono per mezzo delle leggi federali. Le legislature degli stati della Georgia e Colorado, per esempio, hanno approvato durissime leggi contro i clandestini e le ditte che assumono lavoratori senza documenti legali. E poi naturalmente vi sono state anche leggi federali approvate dal governo maggioritario repubblicano (la destra) della House of Representatives (Camera dei Rappresentanti). L’anno scorso di fatti i Rappresentanti hanno approvato un disegno di legge che cambierebbe l’entrata illegale negli Stati Uniti da un’offesa civile a un reato criminale. In sostanza i dodici milioni di clandestini residenti negli Stati Uniti diverrebbero criminali se il Senato americano approverebbe anche il programma dei Rappresentanti. E naturalmente l’ultimo colpo ai clandestini è la legge approvata sia dalla Camera che dal Senato per costruire un muro al confine con il Messico onde impedire l’entrata illegale dal sud.
L’ira verso i clandestini è visibile nelle conversazioni degli americani e si manifesta anche in molte lettere ai giornali locali e nazionali. I clandestini vengono accusati di malefatte e vengono considerati responsabili di molti problemi sociali ed economici.
Il “tappeto rosso” offerto da alcuni residenti di Arkadelphia crea dunque un contrasto molto forte con le idee dell’americano tipico verso i clandestini. Ma anche a Arkadelphia non tutti sono d’accordo con l’idea di aiutare gli indocumentati. Alcuni residenti di Arkadelphia credono che l’assenza dei clandestini aumenterebbe gli stipendi dei lavoratori americani. Marta Dixon abitante di Arkadelphia, per esempio, non capisce perché la gente assiste i clandestini.
Forse perché alcuni americani li vedono come essere umani e lei li vede solo come criminali.

Illegal Immigrants As Friends

“You’re going to take a woman who has been here 13 years, worked hard, paid taxes, raised a family, and you’re going to send them back to Mexico?” asked Henry Morgan, county prosecutor in Arkadelphia, a city located in Clark County, Arkansas. Morgan was talking about Juanita, an illegal immigrant from Mexico.
Immigration agents planning a raid in an Arkadelphia poultry plant asked Morgan for help. Agents figured out he was not going to cooperate and acted without informing him. They arrested 119 Mexican workers, acting on information about documents fraud.
Morgan was not the only one sympathetic to undocumented workers. A number of other people in town helped some of those who were arrested to get them to remain in the country.
Why would people help illegals? Several of the people arrested in the raid had been in Arkansas for a number of years and had developed relationships with local residents.
Morgan had met Oscar, Juanita’s son, and became impressed with the teen-ager and gave him a job.
One of Juanita’s daughters had also established a link with another Arkansas family. When the Mexican youngster first began school knowing no English, her teacher requested that an American girl help her. Eventually, the kids' friendship involved the parents.
Dr. Wesley Kluck, the American girl's father, became close friends with Juanita and her kids. The Klucks took some of Juanita's kids on their family vacations. When Juanita's oldest daughter was accepted at a private university, the Klucks helped find money for her tuition.
Soon after the raid, the Klucks were shocked to discover that Juanita was in the group of those about to be deported. So they acted on her behalf.
Of the 119 people detained in the raid, only seven were not deported. Juanita was one of them. The Klucks and other prominent people in the town where she lived wrote letters of support.
Dr. Kluck even contacted the Governor, a college classmate, to assist her. She will have a hearing and might be able to remain in the U.S. if a judge determines that she has no criminal record and has American-born kids who would suffer “extremely unusual hardships” if she were to be deported.
The friendship expressed toward undocumented workers in Arkadelphia is unusual considering the anger in many parts of the U.S. about our inability to control the border.
Some of the anger comes to the surface by means of local and state legislation which attempts to limit whatever rights undocumented workers might have.
The Georgia and Colorado state legislatures recently passed strict laws that target undocumented workers and those who might help them.
And of course the House of Representatives passed a bill in December of last year which changes illegal entry into the U.S. from a civil offense to a criminal one. In essence, the estimated 12 million unauthorized immigrants in the U.S. would become criminals if the U.S. Senate were to approve the House bill. Even Americans who might help them could become guilty of a crime.
The anger toward undocumented workers is often visible in letters to the editors of many American newspapers. Letter writers blame undocumented workers for many of the country social and economic problems.
These include lowering wages for American workers. Even some people in Arkadelphia, in fact, believe that the absence of undocumented workers might force the poultry plant to raise wages which would become more palatable to Americans.
That has not happened. The company has reduced production by 20% because of lack of employees.
The “welcome mat” of Arkadelphia thus is a significant contrast to the prevalent animosity toward undocumented workers.
But even in Arkadelphia not everyone agrees with supporting illegal immigrants. Resident Marta Dixon is one of those who cannot understand why people would help illegals.
Probably because they see human beings and she sees only lawbreakers.

Micro Loans: Helping Women and More

Billionaire Warren Buffett decided to give most of his money to the Bill and Melinda Gates Foundation because he admires the Gates’ approach of funding high-risk projects which governments do not typically support.
Microfunding is one of these programs. These are small loans given to poor people in developing countries to help them set up and expand small businesses.
Traditional banking institutions do not want to deal with small loans because returns would be negligible. In addition, these loans are “high” risk because those receiving them do not have collateral and traditional lending institutions see them as not very likely to be repaid.
That may be true. But in any case, microfunding is a wonderful way to help women and families in poor countries since the benefits to society far outstrip the risk of not getting the money back.
Recently the Bill and Melinda Gates Foundation gave a grant of $3 million to Pro Mujer, one of these lending institutions which help poor people set up small businesses.
Pro Mujer began in Bolivia sixteen years ago and now serves 140,000 clients in Latin America. In Mexico the program began in 2002 and now has 16,000 borrowers. Another similar program in Mexico is COMPARTAMOS (Let’s share) which serves about 400,000 people.
The loans are small. Sometimes less than 200 dollars helps a Mexican woman set up a business from her house selling tamales in a rural village, provide materials for weaving baskets, raising chickens, or buying wholesale products and resell them in a market.
More than 100 million people around the world, mostly women, are benefiting from these small loans. The benefits are not just economic since they help women feed families, and that means children. Putting money in women’s hands means children will benefit because mothers typically put their kids’ needs before their own.
The ability to set up small businesses also enables women to build their self-esteem which is vital since these microloans are operating largely in developing countries. Here women are often considered second-class citizens.
As the situation improves for the woman, so does that of children. Self-esteem also affects kids, particularly girls since they see that women are doing things outside the home. That may inspire them to do the same or at least shows them that women can have a life outside of homemaking.
Even men gain from the businesses set up by women. Sometimes a husband will start working for his wife. It also teaches men that women can make very valuable contributions which go far beyond housework.
Inevitably, education enters the equation. Improving economic conditions often goes hand in hand with learning. As the family gains economic stability more schooling is encouraged, particularly for young girls who have few opportunities in developing countries.
The face of poverty often has a woman’s face. It’s estimated that 70% of the world’s poor are women. It’s due to a lot of reasons but one that comes to mind right away is the fact that women usually take on the job of nurturing kids. That’s a full-time job and if the family has no man present, it means the woman has to do the other job of earning a living.
That is a lot to do, but in many cases extreme poverty leaves no choice. Having a small loan to set up a business is a very small cost from the point of view of western economy. For the recipient, it’s a godsend.
Sometimes a very small loan can produce exponentially in many ways. In 1976 Muhammad Yunus, a Bangladeshi economics professor, lent $26 from his own pocket to a group of 42 men. The group bought materials for weaving chairs and making pots. At the end of the first day the group was able to repay the loan after selling the day’s work.
Yunus also gained exponentially. In addition to his satisfaction of helping needy people, he was awarded the 2006 Nobel Prize for Peace for his work in microfunding.

USA: Università Gratis per i Clandestini?

Gli stati della Georgia e Colorado hanno approvato leggi molto severe contro i clandestini. Altri stati invece fanno l'opposto mentre cercano di integrare i dodici milioni di indocumentati negli Stati Uniti. Un nuovo disegno di legge approvato dalla California Assembly (Camera Statale della California) permetterebbe ai clandestini e i loro figli di fare domande per borse di studio da usarsi per studi universitari. Altri stati come il Texas, New York e Utah già permettono ai figli dei clandestini residenti di studiare all'università e pagare le tasse scolastiche relativamente basse dei residenti legali. Altri stati stanno considerando di fare lo stesso. Gli studenti stranieri e quelli di altri stati devono pagare le tasse scolastiche dei non residenti che sono molto più alte. Nella mia scuola, per esempio, i non residenti devono pagare 5.000 dollari all’anno mentre i residenti pagano solo 300 dollari.
È giusto? Completamente. I benefici delle scuole pubbliche dei figli dei clandestini sono già pagati totalmente dalle tasse dei loro genitori mediante il loro lavoro. Le tasse pagate dai lavoratori li classificano residenti statali e quindi hanno diritto ai benefici di tutti i residenti. I lavoratori clandestini in fatti, data la loro precaria situazione legale, non possono usufruire di tutti i benefici a cui meriterebbero avere diritto. Uno dei benefici che i clandestini perdono è la previdenza sociale. Negli ultimi dieci anni i lavoratori indocumentati hanno contribuito più di venti miliardi di dollari alla Social Security ma non possono ricevere pensioni.
Fortunatamente alcuni stati riconoscono i contributi dei lavoratori e cercano di provvedere loro assistenza. Gli stati del Utah, Tennessee, e Carolina del Nord riconoscono i contributi dei lavoratori stranieri e permettono loro di fare la domanda per la patente e guidare legalmente. Questi tre stati usano un numero rilasciato a coloro cha pagano tasse come documento necessario. Questo numero, dato a tutti coloro che pagano tasse, indica implicitamente il lavoro del clandestini come accettabile e vi riconosce la loro partecipazione nella società. Quindi i figli di questi lavoratori hanno diritto di frequentare la scuola come tutti gli altri bambini.
In sintesi alcune forze ufficiali degli Stati Uniti hanno cominciato a capire che gli indocumentati soddisfano la fame delle ditte per lavoratori a buon mercato. La maggior parte dei clandestini lavorano nel settore dei servizi. Ciò vuol dire che i consumatori americani pagano di meno per prodotti agricoli, cibo e altri servizi. Molte piccole ditte non esisterebbero senza questi lavoratori dato che non potrebbero permettersi il lusso di pagare gli stipendi che i membri dei sindacati richiedono. In sostanza tutta la società americana riceve benefici dalla presenza del lavoro degli indocumentati.
È facile sostenere che se questi lavoratori hanno commesso un atto illegale anche le ditte che li assumono hanno fatto la stessa cosa. L'immigrazione illegale scomparirebbe infatti se per ottenere un lavoro si verificherebbe la legalità dei documenti presentati al momento della richiesta di lavoro. Anche coloro che vedono l’immigrazione illegale come un crimine devono riconoscere che i figli degli indocumentati non sono criminali. Se qualcuno ha commesso un crimine questi sarebbero i genitori. Molti di questi ragazzi sono stati portati negli Stati Uniti da piccoli e sanno poco o niente del loro paese di origine e hanno legami solo con il paese che li ospita. Il loro programma è di restare negli Stati Uniti e crearsi una vita in questo paese.
Benché gli Stati Uniti sia un paese di immigrati i nuovi arrivati non sono sempre stati accolti con un tappeto rosso. Tutti ricordano i cartelli con “No Irish Need Apply” (Non si assumono irlandesi). E il trattamento di altri gruppi etnici rivela simili indegnità. Ciononostante una volta avvenuta la completa assimilazione dopo una generazione o due i figli o i nipoti di questi immigrati cominciano a scoprire le loro radici e vedono l’eroismo nelle azioni dei loro antenati. Lo stesso avverrà con i figli e i nipoti degli indocumentati. Una volta integrati dopo una generazione o due gli atti “illegali” verranno visti anche essi come atti di eroismo.

USA: L'Ascesa dello Spagnolo?

Le tre maggiori reti televisive americane stanno facendo fronte alla dura concorrenza della televisione a cavo ed anche dell'Internet. Univisión, una delle due reti televisive in lingua spagnola che opera negli Stati Uniti, sembra invece vincere la costante sfida alla caccia di telespettatori. Univisión è classificata al quinto posto per quanto riguarda il numero di telespettatori. Ma in alcuni periodi la rete in spagnolo ha persino raggiunto il quarto posto con il pubblico degli americani adulti. E per un brevissimo periodo l'anno scorso si è classificata al primo posto con gli adulti fra i 18 e 24 anni.
L'ascesa di Univisión riflette naturalmente l'importanza della lingua spagnola negli USA. Si calcola che più di trenta milioni di persone parlano spagnolo negli Stati Uniti. Questa cifra farebbe degli Stati Uniti il quinto paese di lingua spagnola nel mondo dopo il Messico, la Spagna, la Colombia e l'Argentina.
L'ascesa dello spagnolo negli Stati Uniti non passa inosservata agli americani dove parecchi gruppi nazionali sono stati formati con il proposito di difendere la lingua inglese. Di fatti questi gruppi desiderano farla finita con l'immigrazione sia legale che illegale dato che l'importanza dello spagnolo e la "minaccia" che rappresenta per l'unità del paese viene dalla gente che parla una lingua che non sia l'inglese.
La paura degli americani è che l'incremento degli ispanoparlanti crei un paese bilingue alla Canada con tutti i "problemi" inerenti del paese al nord degli Stati Uniti. I gruppi che intendono difendere l’inglese vedono il monolinguismo come il mastice che mantiene l'unità del paese e temono che il bilinguismo sgretoli gli Stati Uniti.
La paura del bilinguismo si vede chiaramente nel fatto che ventisette dei cinquanta stati americani hanno dichiarato l'inglese la loro lingua ufficiale. In non pochi casi queste leggi di inglese lingua ufficiale (a volte chiamate leggi di solo inglese) sono avvenute per mezzo di referendum che sono di fatti una semplice scelta fra l’inglese e lo spagnolo. Naturalmente la maggioranza sceglie sempre l'inglese.
Ma è proprio vero che lo spagnolo rappresenti una seria minaccia all'inglese? La risposta sembra essere proprio di no. Nonostante l'aumento del numero di ispanoparlanti la conoscenza della lingua inglese fra la gente che parla spagnolo è anche in ascesa. I Latinos imparano l'inglese come tutti gli altri gruppi etnici. Uno studio condotto dalla Università Statale di Albany nello stato di New York ha identificato che i figli dei Latinos mostrano una preferenza per l’inglese invece dello spagnolo. E quando si arriva alla terza generazione lo spagnolo è completamente scomparso.
Sfortunatamente ciò non sembra penetrare la mente dell'americano medio il quale vede i servizi governativi e commerciali in lingua spagnola come prova lampante che negli USA tutto ciò che si vuole si può fare nella lingua di Cervantes. Segue dunque che non è necessario imparare l'inglese. I Latinos invece sanno fin troppo bene che se da una parte i servizi sono disponibili in spagnolo è l'inglese che apre la porta dell'opportunità per mezzo dello studio universitario che permette di entrare nelle professioni di avvocati, ingegneri, medici, ecc. Non c'è università negli Stati Uniti dove si danno programmi in spagnolo eccetto per la lingua e letteratura. Questa è una differenza fondamentale con il Canada dove nella provincia di Quebec è possibile divenire medico, avvocato o ingegnere in francese.
Negli Stati Uniti l'inglese domina tutto e naturalmente anche il mondo degli affari. Nonostante gli sforzi delle grandi ditte americane di usare anche lo spagnolo per attirare più clienti è la lingua inglese che rappresenta il medio di comunicazione nazionale e naturalmente anche internazionale. Nel mondo della politica la situazione non cambia. Benché lo spagnolo potrebbe essere utile in alcune elezioni, sarebbe impossibile che un candidato sia eletto senza la conoscenza dell'inglese.
Ma se l’inglese è la lingua fondamentale lo spagnolo può anche essere di grande valore. Ricercatori della Università della Florida hanno scoperto che le famiglie ispaniche che solo parlano spagnolo hanno un salario annuale lordo di 20.000 dollari. Per le famiglie ispaniche che solo parlano inglese invece la cifra è di 32.000. Il salario più alto appartiene alle famiglie bilingui le quali percepiscono un salario annuale di 50.000 dollari. E ora per gli americani di imparare lo spagnolo?

English Only Blinds You

Congressman Steve King (R-Iowa) is a hero to English-only groups. King sponsored legislation to declare English the official language in the U.S. The bill went nowhere because even the GOP leadership in the House realized it was a waste of time.
King’s inability to see the linguistic reality of the U.S. was reiterated when he voted against reauthorizing the Voting Rights Act because of its provision to provide bilingual ballots in some parts of the country.
Listening to King’s arguments makes you to wonder whether he ignores the law or he is simply lying.
King believes that current federal rules use surnames to determine areas of the country which need to provide bilingual ballots. If the computer kicks out “a certain percentage” of people with a certain surname in Spanish or Chinese, King asserts, then ballots need to be translated.
The fact is that bilingual ballots are to be provided if more than 5% or 10,000 voting-age citizens in a county don’t speak English “very well,” according to the U.S. Census figures, and are fluent in another language.
The law applies to Spanish, Asian, American Indian, and Alaskan native languages because their speakers were recognized as having suffered discrimination and exclusion.
Even very conservative members of Congress voted to reauthorize the Voting Rights Act which was approved with 390 yes-votes and only 33 no-votes. The vote in the U.S. Senate was even more lopsided where 98 voted for approval and not one single senator voted no.
Voting against the bilingual ballots provision suggested a vote against undocumented workers with whom languages other than English are easily associated. Of course, in order to vote, one has to be a citizen and undocumented workers don’t qualify.
But that does not matter to ultra-conservatives like Tom Tancredo (R-CO) who also voted against reauthorizing the Voting Rights Act.
The fever of English only makes people do things which are totally against logic.
King tried to explain his vote by saying that naturalized citizens do not need bilingual ballots because they speak English.
Of course, knowledge of the English language is part of the citizenship test. Yet, many naturalized citizens do not know English well enough to understand the complexities of the ballots.
At times, even native speakers of English do not understand them. When one is not a native speaker, the situation becomes even more challenging.
King’s English-only glasses have little to do with language, aiming instead at the people who may not speak the common language of the country.
English-only groups in the U.S. claim to protect the dominant language of the country. Yet, they have an anti-immigrant philosophy.
Their goals are to limit immigration of any kind, fearing that newcomers will not integrate and dilute the fabric of American society.
U.S. English, one of these groups, was in fact founded by John Tanton whose anti-Hispanic and anti-catholic bias forced Walter Cronkite and Linda Chavez, prominent members of the group, to resign.
Pro-English, another major English-only group, even sued Alabama claiming that the state official language law prevented it from giving driver’s license tests in foreign languages.
Pro-English lost. Circuit Judge William Shashy ruled that Alabama could give driver’s license tests in a number of languages without violating the state constitution which says English is the official language.
English-only groups fail to recognize that America is a strong and wealthy country because of the contributions made by immigrants who speak a multiplicity of languages.
English-only groups also ignore history. After a generation or two the languages brought in by immigrants disappear as the sons and grandsons of immigrants Americanize completely.
The English-only philosophy is also dangerous to the security of the country. The U.S. has economic and political interests all over the world and is in desperate need of qualified personnel who can communicate in many languages.
The English-only ideology is not just anti-immigrant; it’s also anti-American.

No English, No Food?

“We have room for one language here and that is the English language” stated president Theodore Roosevelt in 1907.
Joe Vento agrees. The owner of “Geno’s Steaks” in Philadelphia recently put a sign at his restaurant saying “This is America. When Ordering Speak English.”
It’s unusual for a business to restrict the language spoken with customers. In general, business will use two or even more languages to increase sales.
Vento, however, believes that he is doing his non-English speaking customers a favor because he’s also sending them a message about their need to learn English to be successful in America.
Vento is right that English is indispensable, but it’s unlikely that immigrants do not know that already.
What’s unusual is the fact that Vento, as a third generation American, shows little understanding of immigration and its relationship with the English language.
In all likelihood, Vento’s grandparents who immigrated to the US from Sicily, suffered discrimination because of their lack of knowledge of the English language.
Strangely, although he does not see it, he is now discriminating against people who may speak a different language.
There has been a significant increase of Latin American and Asian immigrants in Philadelphia. About 15,000 Mexican immigrants now live in South Philadelphia. Thus many of Geno’s customers speak Spanish or some Asian language.
Will Vento stay in business by selling his steaks in English only?
Maybe, but insisting on English is probably not going to help.
Brad Baldia, director of development and outreach for “A Day Without An Immigrant,” a coalition of immigrant groups, stated that many people will skip Geno’s and eat at his competitor’s restaurant “Pat’s King of Steaks.”
Juntos, a neighborhood organization that advocates for Latino communities, said it intends to send people to Geno's to try to order in Spanish. Legal action may follow.
Vento was asked by Philadelphia Councilman Jim Kenney to take down the sign since “Geno’s” is visible to people in the region and indeed the world.
Images of “Geno’s Steakhouse” are used by Philadelphia officials who market the city to promote tourism. Now, however, they will reconsider it since they believe that it might give the city and the entire state of Pennsylvania a negative image. In dealing with tourism the last thing one wants to convey is that to order a meal customers must learn the language of the country.
Vento refused to take down the sign in spite of the fact that he has received threats.
But he may not have any choice. Officials of the Philadelphia Commission on Human Relations stated that the English-only sign may violate city laws.
Vento explained that no one at his restaurant has been refused service because of language barriers. Yet, he does not seem to realize that his sign will probably keep people away.
That matters little to him. He stated that he plans to keep the sign up even if he loses business.
“Language wars” are not unusual for Vento. Geno’s owner also caused a stir when he started selling “freedom fries” as a protest to France’s opposition to the Iraq war.
But Vento’s English-only sign goes beyond language. He stated that he is really aiming it at illegal immigrants.
According to the Philadelphia Inquirer which interviewed Vento, the restaurant owner has driven his Hummer in the southern part of the city with a public address system railing against companies that give jobs to undocumented workers.
Vento has also told the Inquirer that illegal immigrants bring in crime and diseases and are a drain on hospitals and schools.
English-only signs like English-only laws do not solve immigration problems as they haven’t in the twenty-seven American states that have declared English their official language.
Proponents of English only do not reflect America’s values. America is a country that welcomes people from all over the world regardless of the languages they may speak.

USA: Paese Monolingue?

Secondo dati della Commissione di Lingue dell'Unione Europea il 53% degli europei parla almeno due lingue. Gli americani invece soffrono di monolinguismo dato che solo il 9% parla due o più lingue secondo dati del Censimento Americano del 2000.
Si penserebbe che con il continuo aumentare dell'immigrazione che la stampa americana discute con frequenza gli Stati Uniti fossero pieni di gente multilingue. Il che da una parte è vero dato che in America oltre all'inglese si parlano numerose lingue. Ciononostante si deve fare di più.
Per stimolare 1'apprendimento delle lingue il Senato degli Stati Uniti ha dichiarato il 2005 "L'anno dello studio delle lingue straniere". L'idea era di promuovere lo studio delle lingue a tutti i livelli e in tutti i campi a cominciare dalle scuole elementari fino ad arrivare al mondo del commercio dato che la comunicazione è indispensabile per l'economia americana, la politica e le relazioni internazionali.
Alcuni indizi promettenti per chiudere il divario linguistico fra americani ed europei sono già presenti. Dati della Modern Language Association (MLA) rivelano che dal 1998 al 2002 il numero di studenti universitari americani che segue corsi di lingue straniere è aumentato da 1.193.830 a 1.397.253, vale a dire il 17%.
Gli aumenti più rapidi dal 1968 al 2002 sono avvenuti nella lingua dei segni americana (ASL), 1'arabo, 1'ebreo biblico, e 1'italiano.
Si tratta dunque di una direzione parzialmente positiva specialmente nel caso dell'arabo, una lingua considerata di vitale importanza per la sicurezza degli Stati Uniti. Ciononostante i problemi linguistici del paese non saranno risolti dall'aumento dello studio di questa lingua dato che altre lingue sono altrettanto importanti per la sicurezza nazionale.
Malgrado alcuni segni positivi la situazione totale non è molto promettente. Solo 1'8,6% degli studenti universitari americani segue corsi di lingue straniere e la stragrande maggioranza lo fa semplicemente per un semestre o due al massimo che è poco tempo per raggiungere un buon livello di comunicazione.
In un certo senso si può capire la riluttanza degli americani verso lo studio delle lingue.
Nel mondo attuale 1'inglese rappresenta la lingua franca dato che si può fare tutto con la lingua di Shakespeare. L'inglese è la lingua del turismo, del commercio, della diplomazia internazionale e della scienza come pure del mondo virtuale dell'Internet. Quindi la pressione si riversa su coloro che non conoscono 1'inglese costringendoli ad impararlo.
Il potere della lingua inglese nel mondo è, infatti, così forte da raggiungere persino il livello di minaccia alla sopravvivenza di altre lingue. In alcuni paesi come il Canada e la Francia la paura dell'inglese ha spinto il governo a limitarne l'influenza attraverso nuove leggi.
Ciononostante negli Stati Uniti alcuni gruppi nazionali sono stati creati nelle due ultime decadi i quali si propongono di difendere la lingua inglese in America. Questi gruppi temono che 1'aumento degli immigrati ridurrà la supremazia della lingua inglese che loro vedono come il mastice che mantiene 1'unità della nazione.
È strano che gli Stati Uniti, un paese di immigrati con radici in tutte le parti del mondo, non sfruttino al massimo le risorse linguistiche che i nuovi arrivati portano con sé. In parte ciò si deve al gran desiderio degli immigrati di integrarsi causando la perdita totale della lingua dopo una generazione o due.
Succede però che la terza generazione si rende conto dello sbaglio e cerca di correggerlo cercando di imparare la lingua dei nonni ma molte volte ciò diventa difficilissimo.
La situazione linguistica americana è stata problematica fin dall'inizio del paese. Benché 1'inglese abbia dominato, altre lingue hanno prosperato per un periodo di tempo e poi si sono affievolite.
È triste in particolar modo che le lingue indigene che hanno preceduto 1'inglese nel continente americano stiano scomparendo.
Lo spagnolo è un caso a parte dato che continua a prosperare e in un certo senso è divenuto la seconda lingua del paese.
Quando gli americani cominceranno a perdere il loro timore delle lingue straniere si metteranno nello stesso cammino di altri paesi che apprezzano il multilinguismo e lo vedono come pregio invece di uno svantaggio. Bisogna arrivare alla conclusione che gli americani bilingui possono essere più utili al loro paese e di conseguenza anche al resto del mondo.

Riforma Immigratoria USA?

Sei mesi dopo che la Camera dei Rappresentanti approvasse il suo disegno di legge sulla riforma immigratoria il Senato americano ha approvato la propria versione. Benché non cucito con la stessa stoffa draconiana di quella della Camera, il piano del Senato non rappresenta un grande miglioramento dal punto di vista dei 12 milioni clandestini residenti negli Stati Uniti.
La prossima tappa è il compromesso fra i due gruppi legislativi che il presidente potrebbe firmare in legge ma fino ad oggi il clima politico sembra che la versione dominante sia quella della Camera. Ciò farebbe la versione finale così inaccettabile ai clandestini che per loro sarebbe meglio se nulla andrebbe in porto.
La versione del Senato migliora quella della Camera. I lavoratori indocumentati con cinque anni di residenza negli Stati Uniti avrebbero il cammino aperto alla cittadinanza. Dovrebbero pagare una forte multa e imparare l’inglese.
L’altro aspetto positivo del disegno di legge del Senato è la creazione di un sistema di lavori legali a tempo determinato nel caso in cui le aziende americane non potrebbero trovare cittadini statunitensi da assumere.
Molti altri aspetti della versione del Senato somigliano al disegno di legge della Camera. I lavoratori indocumentati con due anni di residenza ma meno di cinque anni dovrebbero uscire dagli Stati Uniti e poi fare la domanda per il rientro. La maggior parte di questo gruppo probabilmente non rischierebbe di uscire dal paese temendo di non potere rientrarci. Quelli con meno di due anni di residenza non avrebbero scelta eccetto di ritornare al loro paese di origine.
In sintesi, questi due gruppi probabilmente continuerebbero la loro esistenza clandestina.
In pratica solo quelli con cinque anni di residenza avrebbero qualche chance per regolarizzare la loro situazione.
Per quanto riguarda il controllo della frontiera ambedue le versioni ne rafforzerebbero la chiusura costruendo un muro di (1.200 chilometri nella versione Camera, 592 per il Senato) alla frontiera messico-americana.
Il disegno di legge della Camera è eccessivamente estremista ed è basato sul semplice fatto che i clandestini hanno commesso un reato e non meritano nessuna compassione. La caratteristica più significativa è di cambiare la legge attuale americana che vede l’entrata illegale negli Stati Uniti come un crimine civile meritevole di semplice deportazione. La nuova legge cambierebbe il “crimine” a un reato condannabile con prigione e con la possibilità di punizione anche per coloro che in qualche modo aiuterebbero i clandestini. In effetti persino un prete che darebbe la comunione a un clandestino commetterebbe un reato.
Il disegno di legge della Camera è stato approvato principalmente dai membri repubblicani (centrodestra) mentre quelli democratici (centrosinistra) hanno votato contro.
La versione del Senato è alquanto bipartisan (62 sì, 36-no) con 38 voti democratici, 23 repubblicani e 1 indipendente. Ciononostante la maggioranza negativa del partito repubblicano (32-no) suggerisce un cattivo presagio.
Considerando le caratteristiche negative del disegno di legge della Camera e il fatto che Dennis J. Hastert, presidente della Camera dei Rappresentanti, ammetterà al voto solo disegni di leggi favorevoli al partito repubblicano, i rappresentanti del Senato che stanno lavorando al compromesso sono in una posizione debole per ritenere gli aspetti fondamentali della loro versione.
Ciò avrà un impatto negativo nel futuro politico dei repubblicani dato che il loro partito ha la maggioranza in ambedue le camere e naturalmente il presidente Bush fa anche parte dello stesso partito. In essenza l’incapacità del partito repubblicano di approvare una riforma immigratoria verrà vista dagli elettori come anemia politica. Rappresenterà infatti un presentimento negativo nelle prossime elezioni stabilite per il mese di novembre.
L’attuale clima politico non è promettente ai repubblicani. L’approvazione di Bush si aggira sul 30%. La guerra in Iraq, gli aumenti stratosferici del prezzo del petrolio, la mancata riforma alla previdenza sociale (Social Security), i tagli alle tasse che hanno beneficiato in larga misura i ricchi cominciano a dipingere il quadro di un partito repubblicano in ritirata dal servire la maggioranza degli americani.
Alcuni analisti danno buonissime chances ai democratici di riprendere la maggioranza alla Camera e buone prospettive anche al Senato.
Per gli indocumentati questo sarebbe il miglior scenario per una riforma immigratoria che riflette lo spirito degli Stati Uniti come un paese di immigrati.

When Democrats Bash Immigrants

“They’re all trying to out-Tancredo Tancredo” stated U.S. Rep. Tom Tancredo (R-Colo.) as he was commenting on Colorado Democrats who boasted about having passed the toughest anti-immigrant laws in the country.
As the icon of anti-immigrant legislation, Tancredo took special delight as he watched Democrats trying to outdo Republicans in bashing immigrants to remain “competitive” in the political game.
That explains the 11 anti-immigrant measures passed recently by a special session of the Democratic-controlled Colorado legislature.
The substance of these measures does what the infamous Proposition 187 did in California in 1994, that is, deny state services to undocumented immigrants. (Proposition 187 was eventually declared unconstitutional by the courts).
Colorado’s immigrant bashing is modeled after similar legislation in Georgia except that there the legislature and the governor’s post are controlled by the GOP which is easily identified with attacking immigrants.
When Democrats act like Republicans, you have to wonder why Latinos continue to support them.
Legislation attacking immigrants at the local and state level is not unusual. It has occurred in many parts of the country. Frustrated at the federal government’s inability to control illegal immigration, local and state government pass laws which aim to make undocumented immigrants’ lives more difficult.
Yet, these laws accomplish very little. They certainly have not reduced immigration. Even the federal crackdown at the U.S.-Mexico border has not reduced illegal immigration although it has had a negative impact. Those who make it across the border no longer go back to Mexico on a yearly basis as they used to when crossing was relatively easy. Now they remain in the U.S. and in essence have changed from migrants to immigrants.
The estimate is that about 12 million unauthorized immigrants are now living in the U.S.
Not all of them came across the Mexican border. About 3.8 million simply came in on airplanes on tourist or student visas and overstayed their permits.
Local and state legislation to attack immigrants reflects similar federal laws already in the books. Yet, local and state politicians feel that they have to add to them to appease angry voters who associate social and economic problems with undocumented workers.
Yet, while merely symbolic, these anti-immigrant laws do have some impact since they clearly reiterate the unwelcome message to newcomers.
Laws bashing undocumented workers push them deeper into hiding. That creates problems for them but also for Americans. If undocumented workers are victims of a crime, they will be less likely to report it. Also, if they witness a crime, they will fail to come forward.
If they get sick, they will be reluctant to seek treatment out of fear and that may affect everyone in the country. Contagious diseases don’t distinguish between legal and illegal residents.
The Colorado laws like those of Georgia have exemptions on the treatment of communicable diseases. So if undocumented workers have one of those diseases and know it can be spread, they could legally get treated.
Of course, they won’t seek treatment, fearing deportation.
The issue of immigration is important but it’s not the only one and it’s certainly not the most vital.
The rising price of gasoline, the continuing failure of the Iraq war, the other problems in the Middle East, and the rising costs in healthcare are certainly much more significant to Americans.
Yet, by focusing on immigration, Democrats are playing into the hands of the GOP. And the game seems to be who can be the nastiest towards undocumented workers.
It’s a game Democrats are going to lose. If they begin focusing on other issues that matter much more, Democrats have a very good chance to win both chambers of the federal government in the next election.
Failure to shift the focus away from immigration will prove politically lethal to Democrats and also confirm what Ralph Nader has been saying all along—there is no difference between Republicans and Democrats.
